Not standalone.     
This is definitely a continutation - this would be very confusing to read if new to the series, and there isn't a real feeling of 'Case Closed!' at the end as with many of the other books.
It does however leave me wanting more due to the twist at the end, and I like the way our hero doesn't have an open ended increase in powers like other alternate history series.
